環保局工程師年領53萬元 加班費近半

非營利的監察政府機構「帝國中心」(Empire Center)報告指出，紐約市環保局(DEP)下水道工程師巴特爾(Bhavesh Patel)在6月30日結束的2018財政年度薪資逾53萬元，其中半數為加班費；巴特爾的高額薪資凸顯紐約市環保局人力短缺及雇員超時工作的問題嚴重。
報告指出，巴特爾的53萬9098.32元薪資中，包括23萬4407.25元本薪、23萬7389.73元加班費，以及6萬7301.34的「其他」薪資。
紐約郵報向紐約市政府查證的結果顯示，來自史泰登島的巴特爾在該財政年度的列出2086小時工時之外，額外加班了1992小時，相當於多工作了81天。
巴特爾是紐約市環保局中，領取高額加班費的五名常備工程師之一；該局坦言，工程師經常在假日出勤，加班時數逾兩倍。
紐約市環保局共有207名常備工程師，其中99人的加班工時逾400小時，其中37人的2018財政年度薪資逾10萬元。
紐約市環保局表示，員工短缺是現任職員超時工作的主因，因為常備工程師需要具備超高工作技能，還需要州營運商執照並精通高壓設備使用。
紐約市環保局發言人表示，該市的下水道及廢水系處理廠24小時營運，每天處理超過十億加侖的廢水，這些工程師保護市民的公共衛生，確保污水流往正確的方向；紐約市環保局今年已雇用31名新進工程師，協助廢水處理廠的工作。
紐約市環保局並非唯一加班費超標的單位，紐約市房屋局在最近一個財政年度支付189萬元加班費。
紐約市長辦公室發言人表示，市政府員工偶爾必須因應「計畫之外的狀況和緊急營運需求」而加班。
另據「帝國中心」報告，2018財政年度薪資最高的員警為紐約拉馬波鎮(Ramapo)的警察寇克利(Thomas J. Cokeley)，他共領了32萬3562元。
